It looks like Lenovo has Turbo Boost mode but is stays off using default settings. It results in default frequency of 1.3GHz on a single core. It can be increased to 2GHz using:
- Upgrade BIOS to the latest version
- Disable Hyper Threading option in BIOS (results in 4 cores instead of 8 cores, where 4 cores are not real)
- Test it e.g. by running compilation in VS and running CPU-Z and / or Inter Turbo Boost Monitor
