Scalable FSSes need the master controller to be running to set heartbeats. If a MC Master Controller is down or in a failed state for more than 10 days, the Hibernatable FSSes will be removed from the database. This may be the case for test systems. If this happens the FSSes need to be started again so the will be registered in the Delft-FEWS Database again.
